The headline didn't hook them, or the form sits too low. Change the top of the page.
They reach it but don't sign up
The top of the page works — it's the offer itself that doesn't convince: what people get and at what price.

With fewer, the percentages are chance. The report shows the numbers right away and the verdict once they can be trusted.
